Crashlog notifications were quite blatantly broken:
1. Because I force all GK's to true locally during testing, and the feature gate is negative, I never had any crash reports in the first place. The GK was empty so removed it.
2. The notifications overview would always cause a NPE when the notification came from a device plugin (it assumed a client to be present). This made the button do nothing and the device name not show up near the notification
3. The OS level notifications would link to the notification screen, which was a static screen in the classic UI and would always render to an empty page in Sandy. Removed that screen from the code base. Instead the click the notification will now trigger the notification action.

This addresses my biggest gripe with Flipper right now (maybe after it occasionally crashing my entire Mac, but that's beyond our control, sadly). When you try to switch your current device and hover over the picker, move your mouse quickly to where you expect the menu to open, it will immediate close. You have to wait for about 200ms before moving your cursor down into the expanded dropdown menu. "Well, it's only 200ms, Passy, chill." That's fair, but I still think that hovering to open a dropdown is unnatural behaviour. Looking around here in Phabricator, none of the dropdowns behave like this. And they definitely don't just disappear under my cursor if I'm Moving (too) Fast.

React DevTools has gotten pretty outdated in React Native. Let's fix that!
Last time I tried this it caused a lot of churn for tools like Flipper, so I approached this in two steps ([detailed in this post](https://fb.workplace.com/groups/rnsyncsquad/permalink/808063140086959/)).
First was a short term plan (as implemented in [PR 21344](https://github.com/facebook/react/pull/21344)) to:
1. Branch and make a patch release of DevTools 4.10 that adds a protocol check to the frontend (to detect any newer backends).
2. Upgrade Flipper (and recommend upgrade for the OSS React Native Debugger as well) to this new frontend.
3. Wait for the updated frontend to roll out.
The short term plan is now done, at least for the internal build of Flipper, and both GitHub PRs to update Flipper and React Native Debugger have been merged.
So this diff moves forward with the longer term plan (implemented in [PR 21331](https://github.com/facebook/react/pull/21331)):
1. Add an explicit version to the protocol used by the DevTools "backend" and "frontend" components to talk to each other.
2. Check this protocol during initialization to ensure it matches.
3. Show upgrade/downgrade instructions if there's a mismatch (or if the check times out without a response– indicating an older backend).
4. Release this as 4.13.

Changelog: Fixed an issue where Android logs would get stuck
Our adb and rsocket connection are fundamentally unstable; every now and then it looses connection (at least on my machine). This happens both for emulators and real devices.
If the logcat connection closes, it isn't restarted, so occassionaly the the logs would get 'stuck'. Fixed it by automatically restarting the stream if the close wasn't intentional.
Investigated the stack of the disconnects, but it isn't caused on our end, the closures originate from (R)socket itself, so this band aid seems unavoidable.
Using a near-zero timeout does work as well. Gave it a 100ms grace time though, in case starvation is a factor in the original problem. This might cause a few messages to be missed though, but it doesn't seem to happen to often (every few minutes in my case)

Half way through sandy conversion I ended up redoing the task scheduling in this plugin because it was sketchy and unreliable.
Previously, it was using setInterval to schedule a task every 500ms, which would query a lot of data from the device. The problem was that if these tasks took >500ms (which they did for me at least), you'd get overlapping ones, causing havoc.
Now it uses setTimeout instead, promisifies everything, and only ever schedules the next timeout when the current task has finished.
Also fixed a race condition where you could hit stop, but not actually stop the recurring tasks... and then there was no way to stop them because it was already "stopped".

Noticed in reviews during the convertathon there is still quite some boilerplate in things that happen on the boundary of UI and plugin state, such as setting up menu entries and providing common functionality like clear, master/detail layout, etc.
This diff introduces the `MasterDetail` component, which takes a higher level approach by merely needing to provide the state atoms and desired features, and taking care of the wiring.
Applied it to createTablePlugin, to prove that going from `createTablePlugin` to `MasterDetail` will be a much smaller step now.

Summary: Having time / async / non-blocking behavior in components in unit tests is really annoying, as it makes unit tests async without an easy way to determine 'done'. This diff makes sure that DataTable & DataInspector don't break down their work in smaller tasks, but do everything block if they are running in a unit test.

Summary:
Two minor renames:
* `DataInspector` => `DataInspectorNode`
* `ManagedDataInspector` => `DataInspector`
This aligns the internal and public name of the component, and better captures the meaning of the original `DataInspector` class.
The diff looks quite hefty, but that seems to be a phabricator issue caused by the filename swap; barely a thing changed :)

Summary:
Introduced the `scrollable={false}` option to DataTable, that gives the table its natural size, while still having all the other gimmicks of DataTable, like search, filter, etc etc.
To implement this, a non-virtualizing rendering is needed, which is handled by the `StaticDataSourceRenderer`
Also introduced the option to hide the searchbar.
