Summary: Move to `versioning-strategy: increase-if-necessary`. I'm not sure if that's what we want, but it's really annoying right now where if you include a lockfile, it will update every single patch release, whether or not it's covered by your version range right now. Let's try this and revert if it doesn't do what I think it does.
