Summary: This is to fix the flakiness in our gem installation step: https://github.com/facebook/flipper/actions/runs/4194007653/jobs/7271643029 Those failures all arise from the environment where our lockfile is not on the latest version and the GitHub Action tries (and fails) to downgrade the installation.
