Daniel Kohli 4d381a094b Update SidebarInteractiveContainer Flex Parameter to Allow for Both Grow and Shrink

Summary:
- Per the title, we're explicitly setting the `flex-basis` to 0 and `flex-grow` and `flex-shrink` to 1.
- We've noticed that the `Sidebar` does not allow shrinking less than half the page when `flex-basis` is 1.
- With this change, we can now resize the `Sidebar` component without issue.
- ** We're taking this approach because the linter has issues with us using `styled` with `Sidebar` **

flipper-plugin

flipper-plugin is the dependency used by all modern Flipper plugins (project "Tommy").

flipper-plugin is to be used as dev and peer dependency of all Flipper plugins. It provides:

(TODO) Standard API's to interact with Flipper, such as the client connection.
(TODO) Standard components to organize the UI
(TODO) Testing utilities

API's provided by flipper-plugin are documented at fbflipper.com (TODO).

There should normally be no need to install flipper-plugin as dependency. Rather, plugins should be scaffolded using npx flipper-pkg init (TODO) as documented here
