Summary:
* Removed Flow compilation step
* Removed all `flow` annotations
* Removed all FlowFixMe's
* Removed flow typings for Flipper
* Left flow transpilation (stripping) in babel, in case there is any external user using Flow in his plugin
* Left `eslint-plugin-flowtype` dependencies, as `eslint-config-fbjs` requires it

Summary: Unit tests with `.electron.tsx` are not run locally, as it is assumed they need Electron (?). However, since FBLogger is stubbed by default, it looks they all are actually runnable locally now.

Summary:
1) moved "sonar/desktop/src" to "sonar/desktop/app/src", so "app" is now a separate package containing the core Flipper app code
2) Configured yarn workspaces with the root in "sonar/desktop": app, static, pkg, doctor, headless-tests. Plugins are not included for now, I plan to do this later.
